Cheat mode:
Highlight the "Exit" selection on the options screen. Hold L and press Start. Highlight the "Game Start" selection. Hold R and press Start. Begin game play. Press Select to jump to the next level. Pause game play and press Select to display the level selection screen.

Level skip:
Press Select + Start during game play.
